I too am allergic to hydrochloride. what pain medications do not contain this ingredient?

Not this: It would be unlikely that you are allergic to hydrochloride which is actually the salt binding to the active molecule. Perhaps you meant hydrocodone which is often not tolerated. If so, tramadol may be a reasonable choice.
