Get it checked: It's difficult to say what your problem could be without visualization of the rash. It's best to follow up with a provider so they can evaluate your condition and determine it's seriousness or lack there of.

Irritation: Without itching, it is more likely from an irritant (lubricant oil. Strong detergent etc). Try avoiding scented and anti-bacterial soap as well as hand sanitizers. Apply moisturizer (cerave, vaniply etc) on hand whenever he can after hand-washing (hopefully he is not a compulsive hand -washer). If still not better after 2-3 weeks, see dermatologist.
