Depends: Depends on how severe your dry eye is. If it is mild-moderate, often the surgeon will optimize your dry eye prior to the procedure. If it is severe you may not be a good candidate as severe dry eye can be exacerbated by lasik. See a good lasik specialist for evaluation to determine if you are a good candidate.

Yes: LASIK and PRK will make your eyes dryer, so that is not a good thing for you. If you are -3.00 D nearsighted or worse, your could be a candidate for ICL for vision correction. ICL does not worsen dry eyes.
