Allergy/blepharitis: This could be blepharitis (lid inflammation), infection, eczema or allergy. Treat blepharitis with warm compresses to eyelids x 10 min 2x/d ; baby shampoo eyelid scrubs. If allergy, stop any new eye creams, cleansers, make up, drops ; take oral antihistamine (claratin/benadryl). See your eye doctor to rule out infection. They may prescribe antibiotics or steroid cream depending on diagnosis.
