Why do doctors tell you it's impossible to be pregnant with negative test when it's well documented that some women don't have enough hcg for months?

Real World: Some women, out of billions of women, do not in any way set the standards on what is normal. A negative pregnancy test is a negative pregnancy test in almost all of those billions of women.
