Yes: Under most circumstances, women who give birth can produce breast milk (for that matter, some women who do not give birth can produce breast milk). The process is certainly aided by pumping or placing a baby on the breast. If a surrogate does not do anything to encourage milk production, there may be limited production and the milk supply will "dry up".
