Hey i know somebody that smoked maybe half a gram of weed and smokes maybe once every 3 months how can they pass it if they skinny and 5'8 blood test?

Probably: This isn't the place to talk about the wisdom of these laws or this testing. A very low level, which is what your friend will have is they didn't smoke a few days before the test, might be blamed on 'passive exposure.' try to avoid the stuff if you're likely to be tested until the laws change in your area.
