Yes and No: Cephalohematomas occur because of trauma to the scalp during the birth process. Babies use their heads to push out, and the force they use is enough to cause that bleeding. Also can occur with use of a vacuum during birth to assist delivery. While it is present at birth, you could call it "congenital". However, we usually use that word to describe conditions a baby is born with that are permanent.
