Miscarriage: I am so sorry, but based on the information you have given: 1. Lagging growth 2. No heart beat at 7 weeks 3. An HCG where a heartbeat should be seen this is pretty clearly a miscarriage. Please talk to your doctor about options. Again I am so sorry about your situation.
