Objective/subjective: If you feel weak, but muscle testing is normal, consider polymyalgia rheumatica. If muscles are weak, considere polymyositis or neurologic problem.

Could be muscular: Presence of additional symptoms, such as pain, numbness, weakness elsewhere, might point to potential explanation. However, consider a myopathy (like polymyositis), a muscular dystrophy (fascio-scapulo-humeral), possible brachial plexus or cervical issues, perhaps primary joint such as rotator cuff. See your doctor, get exam, and perhaps blood testing, and discover answers.
