Who is concerned ?: Are you concerned or your doctor? I really don't think based on what you've told me that there is any basilar artery issues -- if there is a problem there, symptoms include vertigo, double vision, and balance issues. Best to discuss with your doctor.

Appeal ins decision: I agree with Dr. Husar. Basilar artery blockage will not cause Left hand weakness but a cervical radiculopathy (pressure on nerve exiting spinal cord in neck) could and an MRI would show this. If Basilar artery concern came from radiologist who read CT then MRA might be indicated but arterial blockage in a 31 year old is very unlikely. If symptoms are JUST in hand, problem may be in wrist or elbow
