No: It is possible that the iud is causing amenorrhea, even after 3 years. While it seems unusual to having taken so long to get to this point, this is possible. It is also possible that you are not ovulating as a cause of no period.

Amenorrhea: Totally common to stop bleeding with a mirena, (levonorgestrel) in fact it's one of the benefits. At 2 years, 50% stop having periods, 25% have irregular periods and 10% have just spotting. The remainder have regular periods but it's not impossible that you'd finally have the effect kick in. Make sure you can feel the strings and the iud is in though. If you can't feel strings, get tested and examined.
