Atrophy, malunion: Loss of muscle tone and size after occurs very commonly after an injury or period of immobilization and is called atrophy. It can take many years to return but can often work just fine. Fractures can heal in less than perfect position (malunion), leading to the appearance of deviation. If everything works well, nothing needs to be done because fixing the deviation can be harder than living with it.

Let me explain: The arm appear to be smaller because the muscles get atrophy because of disuse for while. The deviation issue i believe it could because the fracture may was not set right.
