Hard to say: You need to have your hearing loss further defined.Middle ear infections can result in thickened drums but this has a negligible effect on hearing. If the infections scarred the middle ear bones, it can reduce hearing. Reconstruction is possible by skilled ENT surgeons. The primary cause of hearing loss is a viral infection of the nerve, which has a different pattern on testing.

Tympanosclerosis: That thickened ear drum from those ear infections as a child are is likely what is causing your hearing loss in that ear.The good news is it's just 25%. The bad news is there isn't really much that can be done to "de-scar" that drum. If you had a surgery on the ear drum, the scarring that would leave behind would likely be as bad or worse as the current thickening. Discuss hearing aid with ENT doc.
