Be concerned: You shouldn't worry, but you should be concerned. Discoloration of the tooth is not normal take your toddler to a children's dentist to make a diagnosis, and see if there is any treatment necessary.

Toddler dental injur: Toddlers do fall and if the tooth is showing discoloration, you should seek dental consult, but for the most part the tooth will fall out later and not to worry his permanent tooth will grow when it is ready!
