What are the names of the lymph nodes located directly underneath the top most portion of the breastbone-are these considered cervical lymph nodes?

Not cervical: If it's above your clavicles, i.e., breastbone, then it's supraclavicular lymph nodes. The cervical lymph nodes are around the neck either anteriorly under the chin/jaw, or posteriorly next to the cervical vertebrae.
