Mass or cyst: This could be a number of things. You need to see your doctor asap. It could be a cyst. A solid mass, an enlarged lymph node.... It may need antibiotcs, or aspirated, or removed. It is impossible to say without an exam.

Breast lump: Based on your age, this could be an accessory lobe of the breast. It usually engorges with your period. Since it does not go away, you should have an examination by a doctor who may consider an image study such as an ultrasound.
