Just watch and...: It's hard to decide on on-time event as described. Hurting penis occurs all the time either in bath or not if indeed he has uti. If not, he's probably okay just happening once. If persisting and if running fever with such irritation, see pediatricians and get urinalysis done properly. Of note, bubble bath has not blamed to connect with UTI in boys. For girls, yes to a sense.
