Hard to say: It is hard to say exactly what is wrong with you. You could have eczema and the steroid cream you used is not strong enough. You could also have precancerous lesions on your upper lip, if you've had a lot of sun eexposure when you were young. If you have not already seeing a dermatologist i would see one if you can.
