Yes it can: During an arrhythmia, the heart may not be pumping effectively, and you might therefore feel short of breath. Many arrhythmias are intermittent, and in between episodes, there shouldn't be any symptoms, as long as the heart is otherwise normal.

Yes: Dyspnea (the feeling of being short of breath) can be due to arrhythmia especially if the heart rate is rapid and/or irregular. Rapid heart rate can affect heart pumping efficiency leading to pulmonary vascular congestion and the sensation of dyspnea.
