Maybe: Are you asking about a psychiatric issue or a neurological issue? Disability is a legal definition not a medical diagnosis. According to the ADA a disability is a physical or mental impairment that substantially limits one or more major life activity. So for this to be a disability the person would have to not be able to ever physically touch someone without discomfort.
