It is anesthetic: The 'caine' part of Cocaine is there because it is related to other 'caines' - like Lidocaine and Benzocaine etc. It is used medically as a topical anesthetic, and will numb the nasal mucosa if you snort it, and numb skin if it is injected into it. Eye doctors use it for local anesthesia for eye procedures, as do ENT doctors sometimes. If you are using Cocaine and are concerned, get some help.
