See an allergist: Although this may be a viral upper respiratory tract infection, the puffy buggy eyes may be related to allergy. However, another possibility is blockage of the naso-lacrimal duct. That is the duct that drains eye secretions from the inside of the eye lids into the bottom of the nose. Therefore, if your allergist does not think this problem is allergic, see a pediatric eye doctor.
