I have two swollen tender bumps under the skin on my lower back, like something is swollen. they hurt when you touch them. one on the left & right.

Possible infection: Possible infection (e.g., boils). See primary physician.

Lipomas: Depending on the exact location of these two tender lumps in your lower back, I have seen lipomas occur there and be very tender. Many times removing them can relieve the pain. See your primary doctor to be referred to a surgeon for further evaluation and possible excision.
