Have kids: You are not too old. You are older than most women who have kids, but as long as you ovulate and sexually active you can have kids. As far as not being financially stable to have kids - it's a lie because chances are you will never be, but that should not be a precluding factor for having kids. Kids change your life upside down and there is no regret to have them even if your resources are scarce.

Live life: While it is true women over 40 have about 1% chance of a Down syndrome baby, 4% of all deliveries at any age have some sort of unexpected problem.You just add the 1%. If you worry about the issues, meet with a genetic counsellor, chart both families and find out your specific risks, since dad also contributes. Mom had her favorite when she was 42, and didn't bat an eye. You can too.
