I would wait : It out and see after a few hours when the medicine wears off. It can be completely normal.

It's possible that you are experiencing physiological splinting to not use structures that were affected during the surgery. Are your toes numb in addition to not being able to move them?

Yes, it is normal: Feeling and motor control will return anywhere from 4-24 hrs, depending on what type of anesthetic was utilized for the popliteal block. No need to worry.
