Some Girls are Late: It is not nusual for some girls to start periods late.Does she have other signs of puberty like breasts development, pubic hair etc.Does she have any cramps or pain . You can have her checked by her pediatrician to make sure everything is otherwise normal.

Normal: Sometimes it gets delayed and some girls may get it as late as 16 which is normal. 14 is definitely within normal range for no periods.
