Late puberty: No physical changes including development of pubic hair and/ or breast development by the age of 14 usually gets this pediatrician's attention.

You need to find out: Any girl without nipple enlargement by 13 and menses by 15 should have a complete evaluation for delayed puberty.Your pediatrician can start some of the workup but she will likely need to see a pediatric endocrinologist. I would arrange for your first visit soon.
