No: It is thought that cerebral palsy happens during labor. The lack of oxygen during labor is thought to be the culprit, but it's not carved in stone. One way or the other, there is no test to determine cerebral palsy before the baby is born.

No: Data published in the 70's(50,000 births) showed more than half of kids showing some form of CP by age 7 were the product of a normal pregnancy, labor and delivery. Sometimes a causal event is suspected, but most are unknown & there is no prenatal test that can find it. At best a mom can try to stay healthy,eat right & get good prenatal care. The possibility remains a risk for anyone.
