No, no , nyet: I don't think this combination is indicated for people with hay fever. The antihistamine tends to make people drowsy, and the celestone (betamethasone) is over-killed with potentially many serious side effects when taken long-term. You need another opinion since there are far better and safer drugs for hay fever.
