I understand that malignant tumors will show high fdg avidity, is it possible for a benign tumor < than 1 cm to show high fdg after a pet/ct scan?

Possible but see MD: Fdg-pet, also known at fludeoxyglucose - positron emission tomography, uses the radiolabelled glucose molecule, which is taken up by metabolic active cells, which can be either benign or malignant. It is used to image the heart, brain, as well as areas of cancer or inflammation. One must put into context the clinical history, history of cancer or evidence of infection. See your md for advice.
