Throat pain: If a person with sorethroat has difficulty swallowing or drink the person needs immediate er room evaluation to avoid electroltye abnormalities and dehydration.

It depends: It depends on how long they have been there, Lidocaine is just a numbing medication, it won't treat them, if they have been there for more than a couple of weeks i advise you to see a physician.
