Probably an allergy: Sounds like it could be an allergic reaction to something. Maybe the elastic in any garments that you wear that rub on this area. Is the area red or weeping? That also needs to be known. If the area is only slightly red or looks normal ask your pharmacist to recommend a cortisone like topical medicine to use. If no improvement in a couple of days consult with your physician.
