See PCP...: 53 y/o says, I have a rash and swelling around the base of my neck, it itches and a burning sensation? Insect bite with/ without a "stinger in-situ" seems likely if these signs are new or sudden. But, having the trained LooK of the Doctor and possibly touching and feeling the rash will most likely tell the Doctor the cause and the treatment to use. See PCP asap.
