Fat vs breast tissue: Your problem could be excess fat in that area, which is partly due to body composition (if you lose fat, it will get smaller) and partly due to genetics (where on your body you gain fat is inherited). But if you actually have breast tissue (you feel a lump under the nipple), then that could be a hormonal problem. So see a doctor to sort it out, but either way, a plastic surgeon could help you.
