Circulation: Symptoms you are mentioning are suggestive of condiiton called intermittent claudication.Pain starts after walking for few minutes, relieved by resting and reappears with exercise

Need an exam: If you have chronic calf pain you need to be examined. This is not a normal thing when walking and may be due to blood flow issues or even a blood clot.

Yes and No: Knowing more details about your medical and social history would help in a more definitive reason for you symptoms. Walking makes demands for more blood to supply the calf muscles. I for some reason the blood supply is not enough your calf will become starved and ache. When you stop walking, the demand will lessens and the pain will subside. Ironically, the treatment includes more walking.
