Not sure of ?: So sorry you waited that long. I know i try very hard to avoid being late but sometimes emergencies and other patients' demands do happen. If you are asking why he/she is referring you to another specialist likely to give you the best outcome. If you aren't happy you certainly can seek a different specialist.
