Cavities: Generally cavities are from poor home care/high sugar diets or a combination of both. Having said that peoples enamel varies and some people have enamel that is not as hard as someone elses. Fluoride helps and i recommend it along with brushing effectively and flossing.

Prone to cavities: In general, decay is caused by poor oral hygiene and a diet high in sugars and acid. It seems to also be dependent on a high level of certain bacteria. It is thought that some people are less prone to decay because of a low level of bacteria ( strep mutans).
