To a point...: As a parent you should be concerned, and by this age your child should already have a long standing relationship with a dentist. If not, now's the time to start. Have the child evaluated not only for cavities but also for secondary tooth eruption... Your local dentist is best prepared to advise you if any treatment is necessary.
