Can a blood test turn positive at 2 weeks pregnant an 3 days ?

No: That is too soon. One should patiently wait until missing a period or 3 weeks after sex (the date that conception might have happened), whichever comes sooner, and just do a home pregnancy test. The home test is for the urine and is very accurate at that time. If the result is positive, one would be 4-5 weeks pregnant. (at 2 weeks 3 days pregnant, conception would have been about yesterday.).
