Possible: Your mother had e coli and you are concerned that it may spread. Most cleaning agents can kill bacteria. It is possible to spread the bacteria but a good cleaning will most likely work.

E. Coli: It is doubtful that it would live for years without a food source. However, i'm sure it would be difficult to clean the foam cushions in a car seat that have been subjected to human waste and they would continue to emit odors.
