Get checked/Pediatri: Get your baby checked by your pediatrician oe a dermatologist what the cause of these pimples is. It may be atopic dermatitis as it is itchy.Since she is scratching it open there may be coexisting infection.Get it checked and treated asap.

11 mo old baby: This is a difficult problem and the skin breakouts may not be pimples. You should ask your doctor about seeing a dermatologist for a diagnosis and proper treatment.
