Yes: Babies can be infected with the HIV virus before or during birth. Hiv can also be transmitted via breastfeeding.

HIV in the world: Yes, of course, as I am sure you have already been taught. But, this tragic possibility is nearly zero risk in the whole world. Even in far flung villages health care workers and pregnant women and mothers are able to prevent HIV transmission to babies. Hiv prevention works; HIV prevention in the delivery suite and post birth works. And, very few babies are getting HIV any more.
