See ophthalmologist: Many diseases can cause chronic red eyes. Allergies, dry eyes and blepharitis are very common. You should see an ophthalmologist who can diagnose your problem and treat it accordingly. If you are a chronic user of visine or cleareye drops, that could be the cause too. Recommend stopping those drops and using a preservative free artificial tear instead. Good luck.
