Increased blood flow: Swelling with redness, the latter being blanchable, could be a sign of increased vascularity. The fact that you have been living with this for many years indicates that it is not an acute process but still should be inspected by your physician to make sure that your bp, joints, inflammation markers, etc are all ok and not causing what you are describing.
