Cannot: If you have already just roy a hair follicle by constant pulling on the hair this cannot be reversed.

Hair Transplantation: Hair follicles damaged by "traction alopecia" due to pulling can only be restored using hair transplantation. Good news: hair transplants today are not pluggy, painful or unsightly. Using minimally-invasive fue neograft no-scalpel/no-stitch harvesting, follicles can be permanently redistributed into the damaged area. Continued pulling however will damage the transplants, so address that first.
