It usually doesn't.: Perms are strong chemicals designed to change the physical characteristics of the hair shaft without damaging the follicle itself. It wouldn't make sense to cause damage to the hair-forming part, and most of these products have been extensively tested for safety. But they are cosmetics, not drugs, and allergic or hypersensitivity responses are possible. Try and see; otherwise, don't worry!
