Citrus fruits make me phlemgy and coughy. do i have a citrus allergy and would it apply to other foods and lotions with citric acid?

Yes and no: If all citrus cause symptoms then you are allergic to an allergen shared by all. On the other hand, some people are only allergic to one and not to another and others just the allergen in the peel and not the "meat". Citric acid is a chemical and not an allergen but may sting the skin a little and thus would not bother you when present in a skin lotion.
