Safe?: If you are just doing a no 1 and then touch the belt, i don't see any risk in catching e coli. If you sits on a public toilet with a disposable cover, consider using a piece of toilet paper or your foot to flush the toilet. This may apply to bathroom door handles as well. However I am more concerned with catching a viral infection than e coli. Given the ocd, carry hand sanitizer with you.

Little risk: You have survived 53 years without dying of e. Coli sepsis. If you are just urinating, there is virtually no contamination that would involve e. Coli. If you are passing stool, after you wipe use a moist towelette or hand sanitizer after wiping prior to touching your clothing, although even this is more to put your mind at ease rather than any great risk. Then wash your hands and you're good to go.

Carry wipes with you: If that concerned, carry a pocket-sized sanitizer or handi-wipes with you to use after stooling and before pulling up your pants. Really, i don't think you have much to worry about here. Don't forget to wash your hands!
