?goose bumps: If these nonitchy skin bumps clear quickly, they may be harmless goose bumps caused by cold, fear or excitement. Hives, due to allergy, also go away quickly but are usually red and itchy. A dermatologist could diagnose these if he or she were able to see them when they're occurring.

It is: Possible she may have allergic reaction or sensitive to something .It could also be stress related rashes from anxiety, emotions etc. If concerned , consult with your physician to get more detailed history, physical exam and possibly some lab tests or referral to an allergist if with respiratory symptoms.
